Salary Range: $14.96 To $17.50 Hourly

Community Action Partnerships of Western Nebraska (CAPWN) is a non-profit community-based health and human services organization that serves low-income, disadvantaged and those unable to meet their needs through other sources.  The agency was established in 1965 and provides services to over 9,000 individuals, children, and families in three main areas:
Community Health Services: WIC, Commodity Supplemental Food, Foster Grandparents, Migrant Seasonal Head Start, and Child Development Center.
Clinical Health Services: Primary Care, Reproductive Health, Diabetes Management, Immunizations, Migrant Health, Ryan White HIV; Behavioral Health including Counseling Services, Medication Management, Medication Assisted Treatment and Substance Use Counseling and Intensive Outpatient Services and Dental Services.  
Supportive Health Services: Family Stabilization, a Teen Outreach Program, SOAR, Youth Leadership Program, Youth Shelter, and Housing Assistance Programs.

Medical Records Specialist

Part-time, 20 hours a week


Areas of Responsibility: Process requests for release of information from the medical chart in accordance with federal and state law and assists with administrative tasks in the clinic. 

Major Duties: 

  1. Play an active role in patient care using the provider led, team-based Patient-Centered Medical Home Care Model.
  2. Ensure timely processing of medical record requests from patients of CAPWN Health Center to other medical facilities.
  3. Ensure timely processing of requests for medical records from medical facilities, law enforcement, disability boards, attorneys, insurance companies, and Workers’ Compensation carriers, following privacy and legal requirements.
  4. Maintain the integrity and confidentiality of all Protected Health Information (PHI) and Electronic Protected Health Information (EPHI) documented in the CAPWN medical record and mandated by HIPAA standards.
  5. Assist with the purging of medical records following established policy and procedure.
  6. Scan and attach inbound records, identifying information that needs to be preloaded in patient’s medical record.
  7. Ensure timely submission of audit requests from NE Total Care, Ambetter, WellCare, United Healthcare, BCBS, and other 3rd parties using chart retrieval services such as Datavant, Episource, etc.
  8. Billing of patients and 3rd parties for copies of medical records.
  9. Review patient records with patients upon their request.
  10. Participate in HIPAA Committee.
  11. Maintain confidentiality of records and communications following CAPWN policy and HIPAA privacy and security policies and procedures.  
  12. Establish and maintain relationships with identified service providers.
  13. Maintain a positive and professional attitude, striving to openly communicate with co-workers and patients, breaking down communication barriers when necessary.
  14. Attend staff training sessions and/or meetings as required.
  15.   16. Perform other duties as assigned.

 

Working Conditions:

  • Office environment including training, meetings, and community interaction.
  • Work is frequently stressful and requires the ability to meet tight timelines.
  • The environment is in a frequent state of change with many interruptions and interactions.
  • Ability to successfully manage competing priorities.

 

Physical Requirements:

  • Ability to bend, stoop, squat, crouch, push and pull file drawers.
  • Ability to sit for long periods.  
  • Fine manipulation of hands for repetitive action.
  • Operate office machines.
  • Occasionally lifting and carrying up to ten pounds.
  • Must regularly talk, hear, and have close vision ability.

 

Minimum Qualifications:

Grade 12:

  1. Experience in a health information/medical record setting preferred.
  2. Strong interpersonal skills required in oral and written communication, time management, and critical thinking.
  3. High school diploma or GED.
  4. Above average customer service skills.
  5. Ability to work independently and unsupervised.
  6. Have a working knowledge of HIPAA Privacy Regulations, maintaining confidentiality in the provision of all services including written and/or oral reports.
  7. Working knowledge of Microsoft Office Suite, including Word, Excel, Outlook, and Publisher.

 

Grade 13:

  1. Must meet minimum qualifications above;
  2. Associate degree in health information management (Technology) OR
  3. Two years’ experience in a clinical/hospital health information setting processing requests of information (ROI) for medical records OR
  4. Successful completion of Medical Terminology course or equivalent

 

Grade 14:

  1. Must meet minimum qualifications above;
  2. Certified Registered Health Information Technician (RHIT) OR
  3. Five years of experience in health care setting in Health Information/ Medical Records
